1. International Family Mediation

Family mediation, in Russia, is legally recognised and encouraged by the State. The Federal Law on Alternative Procedure of Dispute Resolution with Participation of a Mediator (Mediation Procedure) (2008) regulates the application of mediation procedure in disputes arising from family law matters.

International family mediation service is provided by the Federal Institute of Mediation (FIM) which has a specialised section for cross-border family conflicts. Staff in charge of international family mediation can be contacted directly by email or telephone (operational languages: English, French and Russian).

The Scientific and Methodological Center for Mediation and Law is a non-profit organisation that provides cross-border family mediation as well as co-mediation with its French colleagues. You can contact them directly here (operational languages: English and Russian).

1) Russia is a Party to the 1980 Hague Convention.

The 1980 Hague Convention: a multilateral treaty which provides procedural guidelines on the return of children and their protection in cases of international parental child abduction.

2) Russia is a Party to the 1996 Hague Convention.

The 1996 Hague Convention: a multilateral treaty which determines jurisdiction, applicable law, co-operation in respect of parental responsibility and access rights, as well as civil and public measures for the protection or care of children. 

Contact the same Central Authority established in Russia for cases of dispute concerning cross-border parental responsibilities and rights of contact with children (operational languages: English and Russian).

You can determine whether all countries relevant to your case are Parties, or not, to the 1980 Hague Convention on International Child Abduction and/or the 1996 Hague Convention on Child Protection  in order to locate the appropriate central authority. As for the 1980 Hague Convention, you can check whether the Convention is in force between two specific States in the Spreadsheet showing acceptances of accessions to the Child Abduction Convention.

The Moscow Department of Labour and Social Protection is a governmental authority which provides legal and psycho-social support for couples in Moscow (website is in Russian). This link provides a list of subsidiary organisations in different fields of social protection (e.g. social assistance to families and children).

4. Child Welfare Services

The guardianship authorities in all regions of Russia safeguard the rights and the interests of the children and play an important role in the protection of legitimate interests of the child in the situations of a dispute between parents as well as between parents and children. The Child Rights Ombudsman specialises in child’s rights protection and has offices in each region of Russia (website is in Russian). To find an ombudsman in your area, choose your region at the bottom of the page.

The Foundation for Children in Difficult Life Situations offers support to families and children in difficult life situations and children deprived of families; among others, the help benefits families with disabled children and in conflict with the law (website is in Russian).

SOS Children's Villages in Russia offer Family Strengthening Programme (page in Russian) which works directly with families to enable children who are at risk of losing the care of their family to grow up within a loving family environment (visit their website in Russian or English). 5. Support to Bi-National Couples, Cross-Cultural and Migrant Families

Civic Assistance Committee is a non-profit organisation that provides support to refugees and migrants families.

Caritas of Mother of God Archdiocese in Moscow provides assistance to low-income individuals and victims of disaster, accidents and armed conflict in Russia or countries of the former Soviet Union (website is also available in Russian).
