1. International Family Mediation

Family mediation, in Cameroon, is not legally recognised and not specifically encouraged by the State, but it is commonly implemented in informal manner.   

To our knowledge, there is no specialised structure for international family mediation in Cameroon.

1) Cameroon is not a Party to the 1980 Hague Convention.

The 1980 Hague Convention: a multilateral treaty which provides procedural guidelines on child protection and return in cases of cross-border abduction.

2) Cameroon is not a Party to the 1996 Hague Convention.

The 1996 Hague Convention: a multilateral treaty which covers civil measures of protection concerning children, parental responsibility and contact, children's property, public measures of protection or care and matters of representation.

You can determine whether countries relevant to your case are Parties, or not, to The 1980 Hague Convention on International Child Abduction, The 1996 Hague Convention on Child Protection in order to locate the appropriate central authority. As for the 1980 Hague Convention, you can check whether the Convention is in force between two specific States in the Spreadsheet showing acceptances of accessions to the Child Abduction Convention.

The Ministry of Social Affairs (MINAS) provides a list of national offices and community based organisations providing psycho-social expertise and support (list is in French). Social Action Services at the Courts offer legal, financial and material assistance, analysis of the psychological situation and social mediation. Social Action Services at the Police Stations also offer analysis of the psychological and social situation and social mediation. Find these Services in your area from page 29 of the list (« Service de l’Action Sociale auprès du Tribunal » and « Service de l’Action Sociale auprès du Commissariat » in French).

4. Child Welfare Services

The Ministry of Social Affairs (MINAS) provides a list of national offices and community based organisations providing psycho-social expertise and support (website in French). Centers for the Reception of Children in Need are intended to receive in boarding school children abandoned or in moral risk, aged 6 years old, for an evaluation of their situation with a view to a family return, a temporary placement in a family or an institutional placement. You can find them in the list from page 29 in the departments Lekie, Mfoundi, Mvila, Sanaga-Maritime, Wouri and Yaounde (“Centre d'Accueil des Enfants en Détresse » in French).

Plan International Cameroon is an international non-governmental organisation committed to making lasting improvements to the lives of children living in poverty in Cameroon. The Organisation educates parents on family planning and sexual and reproductive health, ensures a quality primary education, supports communities to access health, water and sanitation services and children with disabilities to access inclusive education.

SOS Children's Villages in Cameroon operates primary schools to increase literacy rates in the country. The organisation also has a Family Strengthening Programme which aims to prevent families from falling apart and children who are at risk from losing parental care. Cameroon Association for the Protection and Education of the Child (CAPEC) works with children/youths, parents, government bodies and intergovernmental bodies in the promotion of community welfare by providing health care activities, education and community-based programs that provide youth with leadership skills in the areas of drug and alcohol abuse prevention, philanthropy, and civic engagement. 5. Support to Bi-National Couples, Cross-Cultural and Migrant Families

Caritas Cameroon has created an operational unit to support the local Church in responding to the refugees’ needs. An appeal for funds was launched to meet the refugees’ immediate needs, and food and non-food items were distributed.
