1. International Family Mediation

Family mediation, in Venezuela, is legally recognised, commonly implemented and encouraged by the State. According to the Organic Act for the Protection of Children and Adolescents (LOPNNA, 2007), family mediation is not mandatory, but judges of courts of children and adolescent protection encourage it and schedule an information session at the beginning of the judicial proceedings.

There is, to our knowledge, no specialised structure for international family mediation in Venezuela.

1) Venezuela is a Party to the 1980 Hague Convention.

The 1980 Hague Convention: a multilateral treaty which provides procedural guidelines on the return of children and their protection in cases of international parental child abduction.

2) Venezuela is a Party to the 1989 Inter-American Convention.

The 1989 Inter-American Convention: a multilateral treaty among 14 American States that, similar to the 1980 Hague Convention, secures the prompt return of children who have been wrongfully removed from their country of residence.

Contact the Central Authority established in Venezuela designated under the 1980 Hague Convention to find out whether the Inter-American Convention prevails in your case and learn how to initiate an application for return of your child.

3) Venezuela is not a Party to the 1996 Hague Convention.

The 1996 Hague Convention: a multilateral treaty which determines jurisdiction, applicable law, co-operation in respect of parental responsibility and access rights, as well as civil and public measures for the protection or care of children. 

You can determine whether all countries relevant to your case are Parties, or not, to the 1980 Hague Convention on International Child Abduction, the 1996 Hague Convention on Child Protection and/or the Inter-American Convention on the International Return of Children in order to locate the appropriate central authority. As for the 1980 Hague Convention, you can check whether the Convention is in force between two specific States in the Spreadsheet showing acceptances of accessions to the Child Abduction Convention.

The Public Defender Office provides human rights’ protection to people whose rights were violated by a public service. The Public Defender also offers protection in the field of health and social security, child’s rights and rights of indigenous peoples and persons with disabilities. La Fundación Pro Bono Venezuela (ProVene) is a foundation providing legal aid to people with low income. Its offices are located in Petare, Milagro de Guatire, Calvario de El Hatillo, Pueblo de Baruta, Las Minas de Baruta, las Flores de Catia and San Agustín. The Foundation Cuatro Por Venezuela is a non-profit organisation providing educational, medical and nutritional aid to Venezuelans in need. They identify Venezuelan organisations that are ready to help them and who, along with partners and volunteers, will deliver the resources to the beneficiaries.

4. Child Welfare Services

SOS Children's Villages in Venezuela offers Family Strengthening Programme which aims to strengthen existing family ties and to enable children at risk of losing the care of their family to grow up within a stable family environment. Collaborating with communities, they provide different services which can include day care for young children, parent’s training in order to set up small businesses and workshops on child protection and health care. Its Youth Programmes provide young people with support until they are able to live independently. You can contact them directly here (website in Spanish).

La Red por los Derechos Humanos de los Niños, Niñas y Adolescentes (REDHNNA) is a coalition of social, academic and community organisations, research centres and institutes and defenders aiming to protect children's and adolescent’s rights in the country. Caritas Venezuela provides the most vulnerable population with nutrition, health and spiritual accompaniment services. The purpose of Caritas Venezuela is to attend children with malnutrition, to accompany families in the recovery and to refer the cases requiring it to the public health system. 5. Support to Bi-National Couples, Cross-Cultural and Migrant Families

Caritas Venezuela provides legal advice and psychological assistance to migrants and asylum seekers in its six reception centres for refugees located in different parts of the country. You can contact its central office here (website in Spanish).

HIAS Venezuela is a non-governmental organisation providing refugees with psychological support in cases of exposure to violence and threats of forced recruitment into gangs or militias. The organisation also provides necessary legal information to asylum seekers and livelihood services to at-risk refugees such as vocational training, opportunities to pursue life-sustaining projects and assistance payments for certain vulnerable families. Norwegian Refugee Council (NRC) provides Colombian refugees in Venezuela with legal assistance and counselling and helps them receive official recognition as refugees (refugee status determination) from the Venezuelan and Colombian governments. NRC also helps refugees exercise their housing, land and property rights. You can contact them at:
